Speech of President Abdel Fattah El-Sisi in his Visit to the Central Academy of the Communist Party of China

Ladies and Gentlemen,
I would like to express my pleasure for talking to you in this deep-rooted Academy of the Communist Party of China, which is a respectable academic edifice. You represent a bright future for the coming youth generations who carry the responsibility of pursuance of this major renaissance that stunned the world with its developmental pattern, meantime, reflected the time - honoured Chinese civilization. I am sure that you are proud of the addition and contribution, which China represents to the whole world.
Within this context, I would like to extend my thanks and appreciation to the friendly state of China, government and people, for their warm hospitality and great reception. I am pleased to express my keenness and personal pleasure to accept the invitation to visit China, given the specialty of relations between our two countries, in addition to our commitment to promoting the comprehensive strategic partnership between Egypt and China.
Ladies and Gentlemen,
My fifth visit to China reflects the progress of the distinguished relations between both countries and asserts the keenness on prospecting for broader cooperation not only on the bilateral level, but also between China and Africa, especially in the coming period as Egypt will hold the presidency of the African Union for the year 2019. My talks with President “Xi Jinping” yesterday asserted the common visions and stances of both countries towards several regional and international issues and in the international forums. Such talks had also revealed the importance we give for enhancing relations in several fields, in addition to benefiting from the Chinese experience in the fields of technology and industrial development, and enhancing the commercial and cultural relations and communication between the peoples; being a genuine guarantee for consolidating the results of cooperation between the two countries.
Ladies and Gentlemen,
I am confident that you are aware of the comprehensive development process in Egypt that resulted in a 5.3% rate of growth in 2017/2018 and the hard currencies reserve rose to $44 billion amidst our efforts to cut the budget deficit to less than 10% out of the total Gross Domestic Product. This shows the Egyptian government's serious trend to achieve an accelerated economic growth through unprecedented economic reform programme associated with carrying out mega projects in various domains especially the infrastructure and establishment of a lot of new cities and the administrative capital, besides roads and tunnels projects, natural gas finds, sufficiency of electric power, a nuclear plant to generate electricity, renewable energy projects and the Suez Canal development corridor. All these projects are investment-attractive ones, and we look forward to a bigger role of the Chinese firms in this regard.
In a related context, Egypt is considered a cultural and historical partner to China concerning the “Belt and Road” initiative launched by His Excellency President Ping, which is based on revival of the Silk Road, for which Egypt declared its full support, and expressed the importance of the projects, the two parties look forward to implement in the Suez Canal Zone within the framework of this initiative.
The Chinese President’s visit to Egypt, in January 2016 witnessed signing a memorandum of understanding between the two governments to boost cooperation in the field of infrastructure and implementation of mega projects in the economic Zone of the Suez Canal and the New Administrative Capital.
Ladies and Gentlemen,
No doubt that achieving development that our peoples need and deserve is conditioned by restoring political stability in the region and putting an end to bloodshed and waste of energy and resources.
Frankly speaking, we should acknowledge that the past years have exposed the Arab regional order to acute crises, perhaps the most serious ones since the end of the era of national liberation. The future and even the existence of the state of nation itself became threatened by internal pressures and external interventions that threaten to undermine it and lead to a strategic vacuum, which the previous experiences proved to be the suitable climate for sectarian tensions and terrorist acts that Egypt continues to strictly deal with through a comprehensive approach that encompasses, in addition to the military and security aspects, the social, cultural and intellectual dimensions.
Thus, the other aspect of the major efforts exerted by Egypt over the last four years to rebuild its state and economy is an active strategy for the external movement that takes back the initiative in the region, brings back the capabilities of its peoples, heals the rift that has afflicted the Arab regional order and its states of nations, restores regional stability and returns to the Egyptian and Arab human being the values of belonging, work and confidence in the future.
Egypt’s stances were founded on this basis in tackling all political files in the region. Egypt has insisted that the key to break the Libyan impasse is the comprehensive treatment of the absence of the state. This can be done through a government that represents all Libyans and exercises its powers all over Libya, in addition to a powerful army that faces terrorism, and protects stability and free elections that complete the legislative institutions of the state.
There is no stop for the bloodshed in Syria except through a political solution starting with re-drafting the Syrian constitution in a way that rebuilds the political system and the state of nation, and meets the legal aspirations of the brotherly Syrian people.
So, there is no way out in Yemen except through a political solution, and through ending a definite party’s trials, which seek assistance of non-Arab parties to impose its will on his nationals by force of arms.
Above all, there is no way to end the oldest conflicts in the region except through giving the Palestinians their right to an independent state with Eastern Jerusalem as its capital within the framework of international terms of references and the related U.N resolutions.
Ladies and Gentlemen:
In this respect, I would like to tackle the distinguished bilateral relations between China and the African countries that stem from the interest and keenness of the Chinese political leadership to develop and follow up growing of the relations in various fields with Africa.
The bilateral relations have recently begun a golden era that we should build on to achieve the common interests of our peoples. China has become the biggest economic partner with Africa.
In this context, we are looking forward that Egypt constitutes an investment, industrial and commercial base to access the European, African and Asian continents markets through the free trade agreements binding Egypt with European Union countries, COMESA and Arab countries.
China can make an optimal use of such unique strategic site in order to set up joint and modern industries to access various markets whose consuming capacity matching the volume of the Chinese market in addition to the direct investment to benefit from the advantages provided by Suez Canal zone and new industrial zones in various governorates.
Suez Zone for economic and trade cooperation between Egypt and China; called “TEDA” city, is considered an embodiment of the economic partnership between the two countries. Also, There are many different opportunities for the Chinese companies to take part in the major continental projects including the building of Cairo-Cape Town highway and linking Victoria Lake and the Mediterranean. We confirm our welcome to the Chinese contribution to these projects.
Ladies and Gentlemen,
Egypt and China have a leading role in peace, security and development on the African and international levels, and we are looking forward to continue and develop it. This is because Egypt enjoys an important geostrategic position, and we are ready to push the triple cooperation in Africa and the Arab World not only economically but also in peace and security.
To conclude, I would like to express my sincere thanks and appreciation and I reiterate my appreciation and gratitude to the state of China, its government and people for their warm hospitality and welcome.
