President Abdel Fattah El Sisi's Statement to the Emergency Arab Summit in Mecca

Custodian of the Two Holy Mosques and King of Saudi Arabia Salman Ben Abdel Aziz,

Your Majesties and Excellencis Kings and Presidents of the Arab States,

Your Excellency Secretary-General of the Arab League Ahmed Abul Gheit,

In the beginning, I would like to extend my thanks to my brother Custodian of the Two Holy Mosques and King of Saudi Arabia Salman Ben Abdel Aziz for holding this summit in Mecca, hospitality and good organization, praying to Allah to render our efforts a success for the welfare of our Arab nation.

Your Majesties and Excellencies,

Undoubtedly, our summit is convened today amidst serious and unprecedented threats facing the Arab national security. I think I don't need to affirm that the security of Arab Gulf is a main pillar of the Arab security from an Egyptian perspective, and it is closely linked with the Egyptian national security.

Any threat to the Gulf security, and subsequently the Arab national security, requires all Arab nations to take a firm, wise and decisive stand to confront it.

Firmness is a must to deliver home a message to everyone in the world far or near; that Arabs will never accept any threat to their national security and will never tolerate any encroachment on any of their rights.

Showing wisdom is also a must to contain any tension and prevent matters from exploding for Arabs have and will always be strong advocates of world peace and stability.

Let me seize this opportunity to review with you elements of the Egyptian vision on dealing firmly and decisively with the threats for which we meet to discuss. They are in brief:

First: The Houthi attacks that have recently targeted Saudi oil installations, the repeated rocket-firing targeting Saudi cities and the acts of aggression targeting navigation in the UAE territorial waters are plain and clear acts of terror that should be vehemently condemned by the international community.

These acts of terror require the world to take an action to punish their perpetrators and make sure that they are never repeated so as to avoid putting Arab national security and international peace and security at any risk.

The international community must shoulder its responsibilities and the Arab nations have to reactivate their counter-terrorism mechanisms and consolidate their own terror-combat capabilities.

Second: Coinciding with the full support to our brothers in Saudi Arabia and United Arab Emirates against any threats to their territories or facilities or territorial water, yet there is a need for a strategic approach to the area's crises and roots of instability that challenge the Arab national security.

Third: that stability can never be achieved in the region without realizing a comprehensive solution to the Palestinian problem that meets the legitimate aspirations of the Palestinian people including those of having independence, ending occupation and establishing their own sovereign state on the 1967 borders with East Jerusalem as its capital.

Clear-cut solutions must be envisaged to the crises in Syria, Libya and Yemen to enable these Arab countries to restore their unity and sovereignty and fulfill their people’s hopes to live in freedom and enjoy a decent stable life away from wars and sectarianism and from foreign interferences and harmful ambitions and hegemony and domination attempts by outside powers.

Fourth: The necessary condition to build this comprehensive strategic approach for the Arab national security must be based on facing all regional and foreign interferences in the Arab countries on the same degree of decisiveness.    

The Arab countries won't tolerate of any regional party threatening dear Arab countries' water and facilities, or attempting to spread its influence through sectarian militias that work for its narrow interests.

With the same logic, the Arab states don't accept presence of military occupation forces of a regional party on the territories of two Arab states, or a regional party supports a militia with arms and equipment.

Our meeting here today is meant in the first place at sending a clear message that we stand by side of our brothers in Saudi Arabia and the UAE and emphasize our determination to adopt a comprehensive Arab national security strategy.

May Allah renders our efforts for the sake of our Arab nation and protection of its national security
