President's meetings with government officials

On Jan 1, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Dr. Muhammad Shaker, Minister of Electricity and Renewable Energy, Major General Ahmad El Shazly, Head of the Financial Affairs Authority of the Armed Forces, and Major General Ahmad Al Azazi, Head of the Engineering Authority of the Armed Forces.


The meeting dealt with:
-Following up the efforts of the Ministry of Electricity regarding the electrical supply for national projects at the level of the Republic. In this context, the Minister of Electricity presented the executive position regarding securing the electrical supply for land reclamation projects in the South Valley, East Owainat, Upper Egypt, the New Delta and Sinai.

The meeting dealt with:

- The financial resources for electrical supply projects for land reclamation projects throughout the Republic, as these projects contribute to increasing the agricultural area, expanding the urban sprawl and establishing new communities, within the integrated development strategy of the state.

On January 1, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Major General Abbas Kamel, Head of General Intelligence, Dr. Hala Al-Saeed, Minister of Planning and Economic Development, and Mr. Ayman Suleiman, Executive Director of the Sovereign Fund of Egypt.


The meeting dealt with:

-The activity of "Egypt Sovereign Fund". In this regard, the President was briefed on the total projects and activities of “Egypt Sovereign Fund” to increase the volume of investments for the benefit of the national economy.

-An overview of the activity of “Egypt Sovereign Fund” during the last period, which resulted in the fund’s contribution to attracting 43% of the total foreign direct investment with 14 projects and a value of about 37 billion pounds. The fund focuses on a number of important sectors of the Egyptian economy, especially green hydrogen, water desalination and education.

- A Review of the Fund's efforts to exploit government buildings and assets that will be vacated in preparation for moving to the New Administrative Capital.  

-The features of the promotional program that the fund intends to launch in a number of Gulf and European countries regarding investment opportunities in Egypt to enhance the investment map.  The investment priorities of the fund and the targeted projects in various sectors during the coming period were also discussed.

 On January 2, 2023, President Abdel-Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Major General Hisham Amna, Minister of Local Development, Lieutenant General Osama Rabie, Chairman of the Suez Canal Authority, and Mustafa El-Dogishy, Chairman of the Board of Directors of the Southern Red Sea Arsenal Company.


The meeting dealt with:

-Efforts to localize the fishing boat industry in Egypt. In this context, the President was briefed on the executive position regarding the localization of the modern fishing boat industry. The president directed to integrate the process of manufacturing these boats in parallel with the state’s efforts to develop natural lakes at the level of the Republic.  

-Efforts to participate with the private sector in the localization of the modern yacht industry, and the maintenance, repair and construction centers, in view of the potential that Egypt enjoys in the field of marine tourism across the Mediterranean, the Red Sea and the Suez Canal Corridor.

On January 2, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, and Lieutenant General Osama Rabie, Chairman of the Suez Canal Authority. The meeting dealt with:

-The activities of the Suez Canal Authority, where the President directed the continuation of the implementation of the Suez Canal development strategy, in order to make optimum use of its unique position as a waterway on which the global trade movement depends, and as one of the tributaries supporting the national economy.

On January 3, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Dr. Muhammad Moait, Minister of Finance, Mr. Ahmad Kajouk, Deputy Minister of Finance for Financial Policies, and Dr. Ehab Abu Eish, Deputy Minister of Finance for the Public Treasury.


The meeting discussed:
-Indicators of financial performance and the activities of the customs and tax sectors of the Ministry of Finance. During the meeting, the financial performance for the first half of the current fiscal year 2022-2023 was presented, the outcome of which confirmed the state’s ability to deal with international economic changes and provide all the needs of the state and increase allocations for government investments.  

-The implementation progress of the national economic reform program, which is supported by the International Monetary Fund. The government seeks to achieve all targeted reforms in this regard. The state aims at approving amendments to the Law on the Protection of Competition and Prevention of Monopolistic Practices, as well as the ratification of the State Ownership Policy Document, which aims to maximize the role of the private sector in economic activities and offer more investment opportunities for them.  This helps to strengthen the partnership between the state and the private sector during the coming period.

The Spokesman added that the meeting also witnessed a review of projects related to the Ministry of Finance, especially in the tax and customs sectors.

During the meeting, the President was briefed on the activation of the main system of comprehensive automation in the Tax Authority, as well as developments in the application of the electronic invoice system, the deadline for which has been extended in its final phase to next April 30, in addition to the actual operation of the electronic receipt.

In the same context, the President was briefed on the achievements of the Tax Dispute Ending Committees and the Tax Appeal Committees. He directed to quickly settle all open and old tax files during the current year.

With regard to the customs sector, the President followed up the current and future release rates of goods from ports nationwide and their exit to the markets. He directed to expedite the completion of the exit of all goods that were received at the ports, as well as the completion of all procedures related to the governance of the customs release system.

On January 3, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Dr. Muhammad Moait, Minister of Finance, Mr. Al-Qusayr, Minister of Agriculture and Land Reclamation, Major General Mohamed Salah El-Din, Minister of State for Military Production, and Major General Ahmad Al-Azazy, Head of the Engineering Authority of the Armed Forces.


During the meeting:

-They reviewed the development plan for the Giza Zoo. In this regard, the President directed the implementation of the project for the development of the Giza Zoo in a way that is comparable to its international counterparts, and enhances its archaeological and historical value as one of the oldest zoos in the world. The president was informed about the general plan for developing the zoo, raising its efficiency, and preserving its archaeological and historical buildings, as well as proposals for preserving these archaeological buildings and increasing green areas and commercial areas. Moreover, they reviewed proposals related to operating and the management of the garden, while linking it to the Orman Park as it was originally, to maximize the benefit from establishing a single garden, rich in animal and plant diversity. In this regard, the private sector would be encouraged to participate in the implementation of the development, management and operation of the garden.

On January 4, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Lieutenant General Muhammad Zaki, Minister of Defense and Military Production, Major General Mahmoud Tawfiq, Minister of Interior, Major General Hisham Amna, Minister of Local Development, Major General Muhammad Shousha, Governor of North Sinai, Major General Amir Sayed Ahmad, Advisor to the President of the Republic for Urban Planning, Major General Ahmad Khalifa, Head of the Armed Forces Operations Authority, Major General Muhammad Rashwan, Chairman of the Board of Directors of the National Authority for the Development of the Sinai Peninsula, and Major General Hassan Abdel Shafi, Advisor to the Presidency of the Republic.


The meeting focused on:

-The national strategy for the reconstruction of Sinai. The President directed that the state’s efforts to implement the Sinai development strategy aim to formulate an advanced and integrated development that includes its cities and villages. He added that the development is consistent with the importance and the unique position of Sinai, and is also in harmony with the state’s similar development efforts in all parts of Egypt.  

-The general strategic plan for the development of North Sinai, with the participation of all ministries and state agencies, as well as presenting the main determinants in this regard, which are based on ending slums in Sinai and developing all services and facilities in it to establish advanced development clusters. The president was also briefed on the investment vision proposed to be implemented for the development of clusters in North Sinai Governorate, including the development of cities, roads and axes, and the establishment of tourism and recreational facilities, in accordance with the current pattern of national projects aimed at developing infrastructure and establishing new cities in various governorates.  This includes the establishment of  factories that improve the exploitation of natural resources in Sinai, especially food processing based on agricultural production, in addition to developing airports and ports and completing construction and facilities there.

On January 10, 2023, Mr. President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Mr. El-Sayed Al-Qaseer, Minister of Agriculture and Land Reclamation, Major General Walid Abu Al-Majd, Director General of the National Service Projects Agency of the Armed Forces, and Colonel Pilot Baha Al-Ghanam, Executive Director for Egypt's Future Authority for Sustainable Development.


 The meeting focused on:

 -Following up the development of the Egyptian agricultural export system. In this context, the Minister of Agriculture presented the development witnessed by the Egyptian agricultural export system, especially the governance of export procedures and the new coding system that is applied to Egyptian agricultural exports.

On January 14, 2023, President Abdel Fattah El-Sisi met with Major General Amir Sayed Ahmad, Advisor to the President of the Republic for Urban Planning, Major General Ahmad Al-Azazy, Head of the Engineering Authority of the Armed Forces, Major General Ahmad Al-Shazly, Head of the Financial Affairs Authority of the Armed Forces, and Brigadier General Abdel Aziz Al-Feki, Assistant Head of the Engineering Authority for Road Designs.


The meeting focused on:

-Following up on the executive position of the Engineering Authority’s projects at the level of the Republic. In this context, the President was briefed on the developments of the Mokattam region, especially with regard to the existing efforts to limit the vacant plots of land for their proper exploitation, in addition to the establishment of the Mokattam Markets Complex, as well as the development of the Corniche, and raising the efficiency of facilities and the sewage network.

-The various projects of the Engineering Authority for the Development of North Sinai were presented, especially Arish Airport, and the implementation status of the various components of this project, including waiting halls, service buildings, and the airstrip.

-Reviewing the construction and engineering position of some projects in the New Administrative Capital, especially the various facilities, as well as the Diplomatic Quarter, which will include the embassies of accredited foreign countries and the headquarters of international and regional organizations present in Egypt.

On January 10, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Dr. Ali Al-Moselhi, Minister of Supply and Internal Trade, Hala Al-Saeed, Minister of Planning and Economic Development, Mr. Al-Qusayr, Minister of Agriculture and Land Reclamation, and Major General Ahmad El-Shazly, Head of the Financial Affairs Authority of the Armed Forces. Major General Walid Abu Al-Magd, Director General of the National Service Projects Agency of the Armed Forces, Major General Ahmad Al-Azazy, Head of the Engineering Authority of the Armed Forces, and Colonel Pilot Bahaa Al-Ghannam, Executive Director of Egypt’s Future Agency for Sustainable Development.


The meeting discussed:

-The food security system and the strategic stock of basic food commodities at the level of the Republic. In this context, the President was briefed on the position of the strategic stock and balances of all basic food commodities of the state.  The president directed to maintain the continuity of the country's strategic supply of basic food commodities, as well as maximizing the added value of storing commodities from the series of strategic silos that were established throughout the republic.

On January 11, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Major General Abbas Kamel, Head of General Intelligence, and Lieutenant General Mohamed Abbas Helmy, Minister of Civil Aviation.

The meeting dealt with:

-Following up the future plans for the civil aviation sector. The President directed to strengthen efforts to develop the civil aviation sector, within the general framework of good management of the country’s resources and capabilities and the investment of the maximum economic revenues, including Egypt’s strategic and unique geographical location, and its possession of a chain of international airports throughout the country. This provides huge opportunities in the field of air traffic and civil aviation, as well as tourism.

-The Minister of Civil Aviation presented the plan for the future activities of the ministry, as well as the executive position on a number of ongoing projects, including the development and modernization of the aircraft fleet and the governance of the sector's companies, as well as the preparation of human cadres of pilots and aircrews at the highest level.

On January 14, 2023, President Abdel Fattah El-Sisi met with Major General Muhammad Amin, Advisor to the President of the Republic for Financial Affairs.


The meeting dealt with:

-Reviewing the activity of the Long Live Egypt Fund and its contribution to supporting the development process and social protection programmes. In this regard, Major General Muhammad Amin presented the overall activities and contributions of the Fund, and the vital and evolving role it plays since its establishment as an assistant to state agencies in supporting social protection programs and projects.  The president directed to continue the role played by “Long Live Egypt” Fund in providing its contributions and strengthening its activities and programs, within the framework of a fruitful partnership with government agencies, civil society institutions and the private sector.

On January 14, 2023, President Abdel Fattah El-Sisi met with Major General Amir Sayed Ahmad, Advisor to the President of the Republic for Urban Planning, Major General Hassan Abdel Shafi, Advisor to the Presidency of the Republic, Major General Walid Abul-Magd, Director General of the National Service Projects Agency of the Armed Forces, and Major General Muhammad Shawqi Rashwan, Chairman of the Board of Directors of the National Authority for the Development of the Sinai Peninsula.


The meeting discussed the following:

-The executive position for the development of Sinai. In this regard, the President directed to continue the efforts to implement the general plan for comprehensive development in the Sinai Peninsula, including land reclamation projects, aimed at increasing the area of agricultural land in central and northern Sinai, and maximizing the urban area and productivity. This comes within the comprehensive state strategy for agriculture and land reclamation at the level of the Republic.

-The executive position for land reclamation in North and Central Sinai, irrigation water allocations in this regard, in addition to the percentages and types of agricultural crops that were produced.

-The executive position of the developmental communities, fishermen’s villages and Bedouin houses in Sinai, as well as the position of the industrial and craft areas in each of Al-Arish and New Rafah, as well as the industrial zone in Bir Al-Abd, as well as the progress of work in developing various services such as drinking water, sanitation, roads and axes.

On January 15, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Dr. Muhammad Moait, Minister of Finance, and Dr. Reda Hegazy, Minister of Education and Technical Education.


The meeting focused on:

-Following-up efforts to develop the education system in Egypt in its various basic aspects. In this context, the President directed to focus on developing human resources and expanding the establishment of new distinguished schools of all kinds, within the framework of the state’s strategic and constant direction to support investment in education. The president directed to enhance the activity of the Ministry of Education with regard to expanding applied technology schools and spreading community awareness of their importance.

-The efforts of the Ministry of Education to establish, develop and raise the efficiency of educational buildings at the level of the Republic, in coordination with each of the various directorates of education, as well as the “Decent Life” initiative to develop the villages of the Egyptian countryside. The president directed the Ministry of Education to conduct periodic review of Education facilities and buildings at the level of the Republic, in coordination with the local government sector in the governorates.

On January 16, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Lieutenant General Kamel Al-Wazir, Minister of Transport, Mr. Walid Sami, Chairman of the General Authority for the Economic Zone of the Suez Canal, and Major General Ahmad Al-Azazy, Head of the Engineering Authority of the Armed Forces.


The meeting focused on:

-Following up on the executive position of the investment and strategic projects in the Suez Canal Economic Zone. In this context, the developments of the ongoing projects to develop the various ports along the Suez Canal Economic Zone were presented, especially the ports of Ain Sokhna, Adabiya, East Port Said, West Port Said, Al-Tur and Al-Arish. The President was briefed on the promotional plan for the Suez Canal Economic Zone in cooperation with international institutions and investment banks to attract investments, as well as developments in capacity-enhancing projects for the economic zone, especially the establishment of platforms for small and medium industries and emerging companies. Moreover, projects supplying ships with green fuel, as well as attracting investments in complementary industries were reviewed.  The president directed to work on localizing complementary industries for the production of new and renewable energy, including green fuel, in view of its multiple uses in several other fields such as water plants, which are a major component of many projects nationwide. He also directed to develop the investment efforts and activities of the Suez Canal Economic Zone, by forming an effective investment entity for the region in its affiliated projects.

On January 21, 2022, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Dr. Mohamed Mukhtar Gomaa, Minister of Awqaf, and Nevine El Kabbaj, Minister of Social Solidarity.


The meeting discussed:

-The advocacy and community activities of the Ministry of Endowments. The President directed to develop an integrated plan for the establishment of mosques belonging to the Ministry of Endowments at the level of all governorates of the Republic, so that they are inclusive of all advocacy activities and reciters of the Holy Qur’an.

-The Minister of Awqaf presented the Ministry's efforts through training courses for some imams, preachers, and religious leaders in the African continent, with the aim of spreading the culture of dialogue, tolerance, and acceptance of the other. The president directed to increase the rewards of the international competition for the Holy Qur’an to reach about 2 million pounds. The completion will be organized by the Ministry of Awqaf during the next month and different countries of the world will participate.

On January 21, 2022, President Abdel-Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, and Mrs. Nevin El-Kabbaj, Minister of Social Solidarity.


The meeting focused on:

-Following up the programs for the protection of vulnerable groups, especially orphans and children who lack family care. The president stressed the importance of all concerned parties, including ministries and NGOs, focusing their efforts on providing all means of care to provide integrated support and protection for orphans, to maximize and develop their capabilities, and to develop the institutional and family care provided to them to provide a healthy community environment for their upbringing. In addition to that, the president directed to provide all aspects of support to back the rights of people with special needs in all aspects of life, such as community integration, educational institutions, work and transportation.

-Nevin Al-Qabbaj, Minister of Social Solidarity, reviewed the Ministry's efforts for family care through a series of integrated programs aimed at enhancing the value of the family, supporting its role, and helping all its members achieve economic and social empowerment, in addition to protecting vulnerable groups in the family such as orphans, the elderly, or people with special needs.

Field tours and official celebrations

On January 5, 2023, President Abdel Fattah El-Sisi visited the village of Um Douma in the Tama Center, one of the villages of “Hayat Karima initiative” in Sohag Governorate. He also opened the Sohag Teaching Hospital, and visited the new Sohag University.


 On January 6, 2023, President Abdel Fattah El-Sisi arrived at the Cathedral in the New Administrative Capital, to extend his congratulations on Christmas.


On January 9, 2023, President Abdel Fattah El-Sisi attended the conference of the National Alliance for Civil Development Work. It aims to achieve community development and service activities for the benefit of citizens throughout the governorates of Egypt.


On January 19, 2023, President Abdel Fattah El-Sisi visited the Military Academy, where he was accompanied by Lieutenant General Muhammad Zaki, Commander-in-Chief of the Armed Forces, Minister of Defense and Military Production, Lieutenant General Osama Askar, Chief of Staff of the Armed Forces, and a number of senior leaders of the Armed Forces. The president attended activities and trainings of students of the academy and military colleges on a daily basis at the headquarters of the Military College. He also attended the activities for the military rehabilitation of students that are carried out according to the latest advanced preparation and qualification systems, which showed the extent to which new students enjoy self-confidence and a high level of discipline during the military preparation period.


On January 20, 2023, President Abdel Fattah El-Sisi inspected the projects of axes and roads in Giza Governorate, especially the axis of Lieutenant General Kamal Amer, which is considered a new artery within the Giza Governorate. The President also inspected the Ahmad Orabi axis, which connects Al-Manshia Road with Ahmad Orabi Street, with a length of 11 km and a width of 6 traffic lanes in each direction. The Ahmad Orabi axis was also linked to the ring road and Kamal Amer axis, to be an alternative axis that solves the problem of traffic congestion.


On January 23, 2023, President Abdel Fattah El-Sisi attended the Police Day celebration at the Police Academy Conference Complex.


Receiving kings and heads of state

 On January 17, 2023, President Abdel-Fattah El-Sisi received King Abdullah II Bin Al-Hussein, King of the Hashemite Kingdom of Jordan. The President welcomed the visit of His Majesty the Jordanian King. The president praised the strength of the historical relations between Egypt and Jordan and stressed the importance of continuing coordination and consultation between the two sides, especially in light of the consensus of visions and interests that bring them together, and in light of the great challenges in the region. On his part, the Jordanian monarch expressed his country's appreciation for Egypt's leadership and people. Moreover, the Jordanian part welcomed the joint coordination with Egypt to deal with the various crises that the countries of the region are going through, which threaten the security and stability of the Arab peoples.  The Jordanian king praised the pivotal role of Egypt in serving Arab causes and its efforts to strengthen Arab solidarity. During the meeting, they discussed ways to enhance aspects of bilateral cooperation, especially with regard to strengthening economic relations and increasing trade exchange.
