Egypt and Spain have been united for decades by relations of cooperation and friendship characterized by depth and consensus of visions, especially regarding strengthening coordination between the countries of the southern and northern Mediterranean, in light of the challenges facing the Middle East and the Mediterranean region as a result of the crises in a number of countries in the region.

Embodying the strength of bilateral relations and the expansion of the circle of consultation and political coordination between the two governments regarding international and regional issues of common interest, the Foreign Ministers of the two countries signed the Treaty of Amity and Cooperation between Egypt and Spain during the visit of King Juan Carlos and Queen Sofia to Egypt from 4 to 6 February 2008, which is considered a qualitative contractual and political shift in bilateral relations and constitutes a framework for all aspects of relations between the two countries. Among the most prominent stations of relations between Cairo and Madrid: -

On 18/4/2022, Foreign Minister Sameh Shoukry met with His Majesty King Felipe VI of Spain, where Shoukry expressed satisfaction with the momentum witnessed by bilateral relations between the two countries, especially in light of the multiplicity of visits and mutual contacts, the latest of which was the visit of the President of the Spanish Government to Cairo in December 2021 and his meeting with the President of the Republic, and then looking forward to building on the results of the successful meetings and contacts between the leaderships and officials of the two countries during the past period, and Minister Shoukry presented the great achievements achieved by the Egyptian government through the economic reform program and the launch of major projects in all sectors within the framework of Egypt's Vision 2030.

On 17/2/2022, President Abdel Fattah El-Sisi held a dialogue with the Prime Minister of Spain, Pedro Sanchez, on the sidelines of the EU-Africa Summit in the Belgian capital, Brussels, the two sides discussed bilateral relations of common interest.

On 13/1/2022, Ambassador Youssef Diaa El-Din Mekkawy presented his credentials as Egypt's ambassador to Spain to His Majesty King Felipe VI of Spain, followed by a meeting with Ambassador Youssef Mekkawy, who conveyed the greetings of President Abdel Fattah El-Sisi to the King and the Spanish people; The sixth conveyed his greetings to President Sisi, appreciating the friendly historical relations between the two countries, and expressing his appreciation to Egypt as a pivotal country in the Middle East and North Africa, and King Felipe VI concluded the meeting by expressing his best wishes to the Egyptian ambassador for success in his duties .

On 4/1/2022, Foreign Minister Sameh Shoukry received a phone call from Spanish Foreign Minister Jose Manuel Paris, during which they discussed bilateral relations between the two friendly countries and all regional files and issues of common interest, the two ministers discussed the most prominent aspects of bilateral relations and areas of cooperation and pushing them forward to wider horizons, and continuing to move forward in the path of strengthening and supporting various aspects of cooperation through mutual visits between the two sides for the benefit of the two friendly countries and peoples. In addition to agreeing to intensify coordination on various files, especially in international forums and emphasizing mutual support in this regard, Minister Shoukry and his Spanish counterpart touched on the most important issues of the region and priority files and common interest, where they exchanged views and visions in this regard, and agreed on the need to work to resolve crises and establish stability throughout the region. 

On 6/12/2021, Ambassador Naela Gabr, Chairperson of the National Committee for Combating and Preventing Illegal Migration and Human Trafficking, said that the "Ma'i" project between Egypt and Spain on migration governance aims to exchange experiences, this is a good thing to exchange experiences with a country like Spain from the Mediterranean that has a cultural background like us, and went through this experience as an exporting country and then a receiving country for migration, and therefore Spain is a good experience to learn from, adding that among the objectives of the project is also to maximize and develop the capabilities of members of the committee The National Committee, especially the Ministry of Manpower and the Technical Secretariat of the National Committee, allows it to play its role effectively, especially on the capabilities of the Ministry of Global Powers, and that one of the objectives of the project is the digitization process that Egypt seeks through the development of a map of the governorates that export the most illegal immigration.

On 1/12/2021, Pedro Sanchez, Prime Minister of Spain, visited Egypt to participate in the opening of the Egyptian-Spanish Business Forum, met with President Abdel Fattah El-Sisi, the meeting witnessed bilateral talks, followed by an expanded session of talks in the presence of the delegations of the two countries, where the President welcomed the Spanish Prime Minister, noting that this visit reflects the commitment of the two sides to continue working to consolidate the strong relations between them that extend across the two shores of the Mediterranean, the two sides discussed ways to enhance bilateral relations between Egypt and Spain, where consensus was reached In this context, regarding the establishment of a joint ministerial committee that holds its meetings periodically alternately between the two countries, it was also stressed that Egyptian-European cooperation represents a common interest that adds to the balance of the distinguished relationship between the two sides, especially in light of Egypt's hosting of millions of refugees.

On 29/11/2021, Foreign Minister Sameh Shoukry visited Spain, to participate in the Sixth Regional Forum of the "Union for the Mediterranean", in addition to the third ministerial meeting of the European Union with the countries of the Southern Neighborhood, received by his Spanish counterpart Jose Manuel Albares, the two sides discussed issues of common interest.

On 17/10/2020, Arancha Gonzaleza Laya, Minister of Foreign Affairs of Spain, visited Egypt, received by Sameh Shoukry, Minister of Foreign Affairs, the two sides discussed international and regional issues of common interest, foremost of which are the developments in Syria, Libya, and the Palestinian issue, and the two ministers also discussed ways to enhance bilateral cooperation in various fields.

On 5/8/2020, Foreign Minister Sameh Shoukcountries. a phone call from Arancha Gonzalez Laya, countries.ister of Foreign Affairs, European Union and Cooperation, and the two ministers discussed ways to work forward towards further upgrading bilateral relations between Egypt and Spain, as well as consultation on regional files of common interest, and stressed the strength of the extended relations between Egypt and Spain in various fields, and the importance of continuing cooperation and coordination between Cairo and Madrid in order to achieve the common interests of the two friendly countries .

On 8/12/2019, Ambassador Dr. Badr Abdel Aty, Assistant Foreign Minister for European Affairs, participated in the meeting of the UfM countries at the level of senior officials in Barcelona, in his capacity as the Egyptian National Coordinator of the Union for the Mediterranean, and in light of Egypt's assumption of the coordination tasks of the Arab Group within the framework of the Union, Ambassador Abdel Aty presented the determinants of the Egyptian and Arab position in connection with a number of political issues that were put on the agenda, foremost of which are the developments of the Palestinian issue and the Syrian crisis .

On 6/9/2018, Foreign Minister Sameh Shoukry visited Spain to participate in the Third Regional Forum of the Union for the Mediterranean, Shoukry delivered Egypt's speech before the forum on Egypt's vision towards ways to enrich the prospects of cooperation between the two shores of the Mediterranean in light of regional developments, in addition to how to maximize the role of the Union in order to strengthen regional cooperation and integration, Shoukry met with Joseph Borrell, Minister of Foreign Affairs of Spain, the two sides discussed ways to advance bilateral relations between the two countries in all fields in addition to a number of issues International and regional of common interest .

On 14/2/2018, Foreign Minister Sameh Shoukry held an extensive session of talks with Spanish Foreign Minister Alfonso Maria Dastis, at the beginning of the meeting, the two ministers welcomed the current level of distinguished bilateral relations between the two countries and their aspiration for continued cooperation and coordination at the bilateral and multilateral levels.

On 22/10/2016,   Foreign Minister Sameh Shoukry discussed with his Spanish counterpart Jose Garcia Margallo the regional situation and the responsibilities placed on Egypt and Spain as they are currently members of the Security Council, and the joint assessment of the current developments, and that it  became clear through consultations with Spain, that there is congruence and consensus in visions regarding many problems, and the continuation of work, coordination and cooperation between the two countries, within the framework of facing common challenges associated with the growth of terrorism and the phenomenon of illegal immigration.

On 22/10/2016, President Sisi met Spanish Minister of Foreign Affairs Jose Manuel Garcia-Margallo. The two sides discussed the recent regional developments, especially in Syria and Libya, the growing threat of terrorism, and the influx of refugees. Sisi and Margallo agreed on the importance of intensifying international efforts to reach political settlements for the region's crisis.

On 10/5/2016, President Sisi met Spanish Defense Minister Pedro de Morenes. President Sisi voiced Egypt's keenness on promoting ties with Spain in all domains, particularly in the military one. During the meeting, the president stressed the necessity of stepping up international efforts to reach political settlements to the crises in the region .

On 30/4/2015, President Sisi met King Felipe VI of Spain, and held talks with him saying that the world needs an alliance for its peoples against extremism and hatred now more than ever. He noted that the cultural, educational, and artistic ties between Egypt and Spain offer an environment conducive for promoting political and economic relations and setting up a trade partnership .

On 26/3/2015, President Abdel Fattah El-Sisi had a phone call with Spanish Prime Minister Mariano Rajoy, where the President expressed his sincere condolences and the regret of the Egyptian government and people for the victims of the doomed German plane transporting German and Spanish citizens while it was heading from Spain to Germany and crashed in a tragic accident.

On 5/2/2015, Spanish Deputy Foreign Minister Ignacio Ibanez visited Egypt and met with Assistant Foreign Minister for neighboring countries' affairs Osama Magdoub. They discussed the latest developments in the Middle East. The two sides discussed the continued suffering of the Palestinians in the West Bank and Gaza Strip as well as the effort that should be exerted by the international community to practice more pressure on Israel to ease restrictions on Palestinians .

On 27/12/2014, President Abdel Fattah El-Sisi received “José Manuel Garcia Margallo", Minister of Foreign Affairs and Cooperation of the Kingdom of Spain, accompanied by the Deputy Minister of Foreign Affairs for Africa, the Mediterranean and the Middle East, the meeting dealt with ways to strengthen bilateral relations between the two countries, as well as regional and international issues of common interest.

On 16/9/2014, Foreign Minister Sameh Shoukry visited Madrid to attend a conference on stability and development in Libya and North Africa. Shoukry held talks with his Spanish counterpart Jose Manuel Margallo. The talks took up bilateral relations and regional developments and other issues of common concern. He reviewed the efforts exerted by the Egyptian government to attain democratic transformation and render the economic and social development process a success. He also expounded measures adopted by the Egyptian government to attract more investments through removing obstacles in this regard .

On 27/7/2014, President Abdel Fattah El-Sisi received Jose Manuel Garcia Margallo, Spanish Minister of Foreign Affairs and Cooperation, during his visit to Egypt, José Manuel stressed that Egypt is the point of balance in the region, and therefore achieving its security and stability will reflect positively on all countries of the region and will contribute directly to achieving its stability.

On 26/7/2014, Sameh Shoukry, Minister of Foreign Affairs, met with his Spanish counterpart Jose Manuel Garcia, the situation in Libya, Syria and Iraq was discussed, and the importance of cooperation between Egypt and Spain by virtue of the close relations between the two countries that extend for decades and for a long time, the two sides agreed to exchange ministerial visits in various sectors to achieve joint benefit that serves the interest of the two peoples.

In September 2009, Foreign Minister Moratinos paid a visit to Cairo, at the beginning of his tour in the Middle East region, including Egypt, Syria, Israel, and the West Bank to discuss the development of the situation in the region and to prepare for the tour which the Spanish Prime Minister would make in the region, in October 2009, where he met with the President and the Foreign Minister .

On January 18, 2009, Prime Minister Jose Luis Zapatero participated in Sharm el-Sheikh summit held to emphasize the Spanish support to the Egyptian effort aiming at reaching a compromise amongst the concerned parties .

Economic relations

Bilateral relations between Egypt and Spain have witnessed a remarkable development in recent years, although there is still the possibility of developing them further, especially in the economic field, where there are clear complementarities between the two countries, and trade figures over the past two years show a clear rise, which is evidence that  bilateral relations are  healthy.

The data of the Central Agency for Public Mobilization and Statistics dealt with the development of exports and imports between Egypt and Spain during 2021, where:

The value of Egyptian exports to Spain recorded $ 1.9 billion in 2021, compared to $ 818.1 million in 2020, an increase of $ 1.1 billion.

Egypt's imports from Spain amounted to $ 1.7 billion in 2021, compared to $ 1.5 billion in 2020, an increase of $ 117.1 million, and an increase of 7.6%.

The value of trade exchange between Egypt and Spain increased to $ 3.6 billion in 2021, compared to $ 2.4 billion in 2020, an increase of $ 1.2 billion, and an increase of 51.2%.

The value of Spanish investments in Egypt recorded $ 51.1 million in the first quarter of the fiscal year 2021/2022 compared to $ 24.3 million in the same period of the fiscal year 2020/2021, an increase of $ 26.8 million, and an increase of 110.3%.

The value of remittances of Egyptians working in Spain amounted to $ 13.9 million for the fiscal year 2019/2020 compared to $ 16.4 million in the fiscal year 2018/2019, a decrease of 15.2%.

Egyptian-Spanish Joint Business Council

On 1/12/2021, Dr. Mostafa Madbouly, Prime Minister, and Pedro Sanchez, Prime Minister of the Kingdom of Spain, witnessed the signing of a joint declaration between the Egyptian Ministry of Trade and Industry and the Spanish Ministry of Trade, with the aim of launching the Egyptian-Spanish Business Council and supporting joint cooperation in the trade and economic fields

On 22/8/2022, Dr. Nevine Gamea, Minister of Trade and Industry, issued a decision to reconstitute the Egyptian side in the Egyptian-Spanish Business Council, and the decision stipulated that the duration of the Council's work should be 3 years from the date of its publication in the Egyptian Gazette and included that the head of the Egyptian side submit a semi-annual periodic report on the efforts and activity of the Council to the Minister of Trade and Industry, including the Council's activity and what it sees as proposals and future plans for the development of common interests between the two countries, and that the concerned Egyptian authorities And the Egyptian embassies abroad as well as commercial offices to assist the Council in performing its duties, facilitating the exercise of its competencies and providing it with the data or information it requests related to its activity.

On 7/10/2022, Ziana Mendes Bertolo, Minister of State for Trade of Spain, visited Egypt, received by Dr. Hala El-Said, Minister of Planning and  Economic Development, the two sides discussed investment opportunities in Egypt and the efforts of the Egyptian state to support the private sector, in the presence of Alvaro Iranzo Gutierrez, Ambassador of Spain to Egypt, Ana Vicente Lancho, Deputy Director General for the Mediterranean, Africa and the Middle East, at the Spanish Ministry of Trade, Industry and Tourism, Eduardo Soriano Izqueirdo, Economic and Commercial Advisor of Spain in Egypt, and Dr. Najlaa  Al-Baili, Assistant Minister of Planning for Asset Management and Investment.

On 27/9/2022, the opening session of the second edition of the "Egypt-Spain Multilateral Partnership Forum" was launched, organized by  the Spanish  Export and Investment Authority ICEX  in cooperation with the Spanish economist and trade in Cairo, Minister Plenipotentiary Yahya Al-Wathiq Billah, First Undersecretary of the Ministry of Trade and Industry and Head of the Commercial Representation Authority, confirmed that Spain is one of Egypt's most important trade partners in the European Union, and    He pointed out that recent years have witnessed high-level visits from both sides and pointed out that cooperation between the two countries is witnessing a qualitative leap.

On 27/9/2022, Eng. Ahmed Samir, Minister of Trade and Industry, stressed the strength of the relations between Egypt and Spain, which are due to a long history of joint and fruitful cooperation in various fields, most notably the industrial, commercial and investment  fields, and the minister pointed out that Egypt is currently paying great attention to establishing development projects in the fields of green energy, sewage, petrochemicals, transportation, and infrastructure.

On 19/4/2022, Foreign Minister Sameh Shoukry met with representatives of the Spanish side in the Egyptian-Spanish Joint Business Council, during his visit to Madrid, the meeting discussed the  reforms and economic achievements made by the Egyptian government, which created an attractive climate for foreign investments in Egypt.

On 18/4/2022, the Egyptian Commercial Office in the Spanish capital, Madrid, participated in the activities of the twentieth session of IMEX - Madrid 2022, April, which was dedicated to promoting Africa, the Commercial Office held a series of meetings and meetings with Spanish companies that wish to invest in Egypt or import from the Egyptian market, in the fields of technological industries, the automotive industry, products for the health sector, chemical products, new and renewable energy, water desalination products, in addition to a number of other products.

On 2/12/2021, the Egyptian-Spanish Businessmen Forum was held in Cairo, in the presence of Dr. Mostafa Madbouly, Prime Minister, and Pedro Sanchez, Prime Minister of Spain, and with the participation of government officials, businessmen from the two countries and a number of representatives of Spanish companies, Madbouly gave a speech during the opening of the forum, and during the visit, the financial protocol was renewed to promote Spanish investment in Egypt, and the establishment of the Spanish-Egyptian Economic Business Council was promoted to facilitate the presence of Spanish companies in the bidding processes, and a series of agreements in the field of culture will be signed  Youth and sports .

- On 1/12/2021, Nevin Gamea, Minister of Trade and Industry, met with Chiana Mendes, Spanish Minister of State for Industry and Trade, on the sidelines of their participation in the activities of the Egyptian-Spanish Business Forum, which was opened by the Prime Ministers of the two countries, the meeting dealt with ways to enhance joint cooperation between the two countries in various economic, commercial, industrial and investment sectors during the next stage, and the minister reviewed the development of economic and trade relations between the two countries and ways to develop them during the coming period, during the meeting, investment opportunities available in the region were discussed  The economics of the Suez Canal, as well as investment opportunities in the fields of operation and development of ports  .

In July 2021,  Dr. Rania Al-Mashat, Minister of International Cooperation, met with Ms. Chiata Méndez Bertolo, Spanish Minister of State for Trade, to discuss areas of joint cooperation between the two countries and ongoing projects, within the framework of the ongoing financial cooperation agreement worth 300 million euros, through which a number of projects are being implemented, including the project to develop and protect archaeological areas in Luxor, the credit line for financing small and medium enterprises, and the inauguration of sewage plants in the governorates of Giza, Assiut and Aswan.

On 9/6/2021, Ambassador Dr. Badr Abdel Aty, Assistant Foreign Minister for European Affairs, held a virtual bilateral consultation session via video conference with the Spanish Assistant Foreign Minister for Maghreb, Mediterranean and Middle East Affairs, "Eva Martinez", with the participation of Ambassador Omar Selim, Ambassador of Egypt to Spain, and the Spanish Ambassador in Cairo, "Ramón Gil Casares", the consultation session dealt with bilateral relations between the two countries, both political and economic, and various aspects of technical and sectoral cooperation.

On 14/2/2018, Sameh Shoukry, Minister of Foreign Affairs, visited Spain, was received by King Felipe VI of Spain, and Shoukry held an extensive session of talks with Alfonso Maria Dastis, Spanish Foreign Minister, in the presence of the Spanish Minister of State for Defense, and Shoukry also met with the President of the Spanish Senate, Pio Garcia Escudero. The talks touched on the importance of upgrading the level of economic relations and trade exchange between the two countries, especially with the high volume of trade exchange between them, which reached about two billion dollars in 2017, as well as the escalating Spanish investments in Egypt in several sectors, foremost of which is the energy sector. 

  On 7/7/2017, Dr. Sahar Nasr, Minister of Investment and International Cooperation, visited Spain, to participate in the "Crans Montana" forum, the forum awarded the gold medal to Dr. Sahar Nasr for her development and investment efforts in Egypt and contributing to achieving sustainable development goals, supporting women and the neediest groups, and providing support to entrepreneurs. Nasr met with José Fieri, Director General of the European Institute of the Mediterranean Countries.

 On 6/3/2017, Eng. Tarek Kabil, Minister of Trade and Industry, held a session of bilateral talks with Maria Luisa, Spanish Minister of Foreign Trade, which dealt with the importance of strengthening  trade and economic relations between Egypt and Spain, and reviewed the future of bilateral relations between the two countries, especially in light of the distinguished political relations between the leadership of the two countries, as well as the existence of well-established economic relations that contributed to increasing bilateral trade and joint investments between the two sides.

On 6/3/2017, the activities of the partnership forum between Egypt and Spain were launched, in the presence of a  number of ministers, including Dr. Sahar Nasr, Minister of Investment and International Cooperation, Tarek Kabil, Minister of Industry and Trade, the Spanish Minister of Trade, the Spanish ambassador in Cairo and a group of officials and businessmen in the two countries, and the Spanish Authority for Export and Investment and the Economic and Commercial Office of the Embassy of Spain in Egypt, coordinated with the Egyptian-Spanish Business Council, preparing to organize a forum "Multilateral Partnership Egypt - Spain"    The first day, the transport and energy sectors, and the second day,  discussions took place on the environment and agriculture sectors.

On 18/5/2016, the Egyptian Ambassador to Spain, Ahmed Ismail Abdel Moaty, reviewed investment opportunities before the International Relations Committee of the Trade and Investment Union in the country, opportunities for trade and investment between Egypt and Spain, which focus on 3 main areas, namely the new Suez Canal, and Egypt as a regional energy center specialized in the renewable energy and nuclear energy sector, and presented through his speech a plan to build a new free zone "600 km in the Suez Canal", which will have 6 ports aimed at becoming Stressing the opportunities offered by the large project to foreign companies in sectors related to infrastructure, drinking water, logistics, railways and maritime.

On 15/8/2016, Dr. Essam Fayed, Minister of Agriculture and Land Reclamation, visited Spain, Fayed inspected the greenhouses of the "Technova" Research Center, in which experiments are conducted on biological control operations for insects and pests, as well as experiments on environmentally friendly pesticides to learn about the experience of establishing greenhouses, and crops with high productivity and water-saving, as well as inspecting one of the greenhouse wastewater treatment plants, where it is reused in agriculture again.

  On 25/1/2016, Dr. Sahar Nasr, Minister of International Cooperation, met with the Spanish Ambassador in Cairo, Arturo Avello, to discuss ways to accelerate the implementation of partnership agreements between Egypt and Spain, and to provide development grants for service projects that aim to raise the quality of life of the Egyptian citizen in all sectors, the meeting dealt with all areas of cooperation between the two sides, and "Nasr" explained that the absolute priority of the work of the Ministry of International Cooperation at the current stage focuses on accelerating the pace of implementation of existing financing agreements, and increasing implementation rates  Projects in all state agencies, in parallel with the shift forward towards expanding cooperation frameworks at the bilateral, regional and international levels.

On 29/4/2015,  President Abdel Fattah El-Sisi met with the heads of fifteen major Spanish companies, in the presence of Mr. Luis de Guindos, Spanish Minister of Economy, and a number of Egyptian businessmen, the Spanish Minister of Economy stressed  the economic importance that Egypt represents for Spain, especially that Egypt is one of the most important trade partners of the European Union in the region, as it enjoys an important geographical location and a major gateway to the Arab and African markets, which made many Spanish companies, interested in  by strengthening its investments in Egypt. 

On 12/10/2010, Eng. Rashid Mohamed Rashid, Minister of Trade and Industry, discussed during a meeting with Antonio Lopez, Ambassador of Spain in Cairo, ways to develop economic and trade relations, ways to increase bilateral trade and joint investments between the two countries, follow up joint cooperation projects and take advantage of the possibilities available to finance such projects.

During 26 and 27 January 2009, the Minister of Agriculture participated in the work of the high-level conference "Food Security for All" held in Madrid, where he delivered a speech in which he referred to the Egyptian efforts to deal with the food crisis.

On 28/11/2009, Dr. Mahmoud Issa, Minister of Industry and Foreign Trade, and Fidel Sindagurta, Spanish Ambassador in Cairo, discussed ways to enhance joint economic cooperation and increase bilateral trade and investment projects between Egypt and Spain, and the meeting included discussing the possibilities of achieving more cooperation between the two countries in the fields of training, transport, communications, energy and tourism, and the meeting also dealt with the importance of increasing Spanish investment projects in Egypt.

On 19/1/2023, Ahmed Issa, Minister of Tourism and Antiquities, began his professional meetings held within the framework of his presence in the Spanish capital, Madrid, with a series of meetings with a number of officials of tourism companies in Spain, including Club 5 Estrellas,  Destina,  Luxor Tour, and  Avoris, and during these meetings, they discussed ways to enhance cooperation between the ministry and these companies to encourage and push more tourist traffic to Egypt from the Spanish market, in addition to discussing the implementation of  Joint marketing campaigns with these companies, and the minister pointed out that the Spanish market is one of the important markets for the Egyptian tourist destination, which is working to develop the tourist movement coming from it, and briefed the minister on the operational plans of these companies, and their plans to increase the number of tourists who go to Egypt.

On 19/1/2023, Ahmed Issa, Minister of Tourism and Antiquities, held several meetings with several companies that own hotel establishments in Spain and Europe, including Melia Hotels International, Barcelo andHotusa. During these meetings, Mr. Ahmed Issa spoke about the efforts made by the Egyptian state to improve the tourism investment climate in Egypt and encourage and attract foreign investments through huge public spending programs during the previous years, and the minister also reviewed the tremendous development achieved by these efforts in the infrastructure in Egypt, in addition to the most prominent projects related to tourism, including the new Egyptian cities such as the city of Galala and the new city of El Alamein, in addition to the new administrative capital, all of which contribute to enhancing and increasing Investment opportunities in various regions in Egypt, Mr. Ahmed Issa pointed out that the ministry aims to work to encourage and increase investment opportunities in the tourism sector in Egypt during the coming period, which contributes to meeting the tourism demand in Egypt.

On 18/1/2023, Ahmed Issa, Minister of Tourism and Antiquities, participated in the opening ceremony of the international tourism exhibition  FITUR 2023  in its 43rd session, which was opened by King Felipe VI of Spain, who received the ministers of tourism of the countries participating in the exhibition, to welcome them, and a group photo was taken with the ministers, where more than 26 ministers of tourism participated in the exhibition, and after that, the Minister of Tourism and Antiquities inaugurated the Egyptian pavilion participating in the exhibition, the Minister toured the Egyptian pavilion participating in the exhibition, He met with the Egyptian exhibitors present at the pavilion, and listened to their suggestions and opinions to push more tourist traffic to Egypt.

On 17/1/2023, Ahmed Issa, Minister of Tourism  and Antiquities, met with Rosana Morillo, Minister of State for Tourism in Spain, to discuss enhancing ways of cooperation between the two countries in the field of tourism, the Minister was keen to congratulate Mrs. Rosana Morillo  on assuming her duties  as Minister of State for Tourism in Spain, wishing her success in her duties, the meeting discussed the signing of a memorandum of understanding between the two countries in the field of tourism, where the executive procedures for signing it were agreed upon, in addition to discussing the exchange of experiences  Especially in the field of improving the regulatory environment, which is one of the objectives of the ministry's strategy for tourism development in Egypt, which the ministry will work on during the coming period.

On 17/1/2023, the Minister of Tourism and Antiquities attended the reception organized by the World Tourism Organization in cooperation with the Ministry of Industry, Commerce and Tourism.

 -On 18/11/2022, the National Museum of Egyptian Civilization received Queen Sofía de Grecia  of Spain and her accompanying delegation, during which she got acquainted with the museum's reception building, the area overlooking Ain Al-Sira Lake, the open theater, as well as the unique archaeological laundry that dates back to the Fatimid era, Dr. Ahmed Ghoneim presented souvenirs to the Queen, who was keen to take memorial photos in the museum in commemoration of this visit, writing a word in the museum's visit book,  During which she expressed her great happiness to visit this great edifice and her admiration for the Egyptian civilization. In her speech, she also stressed her aspiration for continued cooperation and coordination between Spain and Egypt through various cooperation frameworks and mechanisms to serve common interests in various fields. 

On 2/12/2021, Dr. Khaled Al-Anani, Minister of Tourism and Antiquities, visited Spain to participate in the work of the 114th session of the Executive Council of the World Tourism Organization, and in light of the work of the 24th session of the General Assembly of the World Tourism Organization (UNWTO ), he was received by Reyes Maroto , Minister of Tourism, Trade and Industry in Spain, the two sides discussed ways to activate and strengthen joint cooperation between the two countries in the field of tourism.

On 20/9/2021, within the framework of cooperation between Egypt and Spain in the field of antiquities restoration, through the Egyptian Ministry of Tourism and Antiquities, the Alhambra Heritage Authority and the Generalife's Paradise in Granada, Spain, a workshop was opened at the Museum of Egyptian Civilization, which is scheduled to allow the exchange of experiences between the two sides in this field, in the presence of the Ambassador of the European Union in Cairo, Christian Berger, the Cultural Counselor of the Embassy of Spain, as well as the director of the museum and ministry officials.

On 18/1/2021, Dr. Khaled Al-Anani, Minister of Tourism and Antiquities, visited Spain, to participate in the activities of the 113th session of the Executive Council of the World Tourism Organization, held a number of  meetings and dialogues with a number of senior Spanish officials, where he spoke with the Prime Minister of Spain, met with the Spanish Minister of Industry, Trade and Tourism, and held a lengthy meeting with the Spanish Minister of State for Tourism Affairs.

On 24/1/2020, Egypt won the chairmanship of the Tourism and Sustainability Committee in its current session, starting from January 2020, for a period of two years, while Serbia won the vice presidency seat, and Ghada Shalaby, Deputy Minister of Tourism and Antiquities for Tourism Affairs, chaired the committee's meeting, which was held on the sidelines of the " FITUR" tourism exhibition in the Spanish capital, Madrid.

On 1/5/2014 in the context of the relations of friendship and love that brings together Egypt and Spain, the Spanish site "Egypt Foro" published a report that supports Egyptian tourism, under the title "14 places to visit in Egypt", in which he said while Egypt faces political and social turmoil, but it is rich in strange places, including mysterious and historical ones, stressing that the country of the Nile continues to dazzle the world and always awaits adventurers and explorers,  The Spanish website advised all foreigners wishing to visit Egypt during the current year to go to 14 unique tourist places identified by him.

On 13/3/2015, the Spanish Deputy Foreign Minister visited Egypt, to attend the Conference on Supporting and Developing the Egyptian Economy, met with the Minister of Tourism Khaled Ramy on the sidelines of the conference, the two sides discussed ways to enhance the tourist movement coming from Spain and support relations between the two countries.

Communications & Information Technology

On 2/3/2023, the Minister of Communications and Information Technology Amr Talaat held a series of meetings with officials of several major international technology companies at the end of his participation in the MWC 2023 in Barcelona, Spain.

- On 10/6/2022, the Minister of Communications and Information Technology Amr Talaat received the Spanish Ambassador to Cairo, Ramon Gil Casares, during the meeting, they discussed means of enhancing cooperation between Egypt and Spain in the field of communications and information technology, especially related to mechanisms to attract Spanish investments, cooperation in the fields of digital government, electronics industry, supporting technological innovation, and implementing joint projects between the two countries in the fields of research and development.  He pointed out that there are many Spanish companies that have cooperated with their Egyptian counterparts over the past years, which qualified them to obtain great expertise about the Egyptian market, the Information Technology Industry Development Agency (ITIDA) has renewed the signing of the memorandum of understanding for the second time with the Spanish Industrial Technology Development Center (CDTI), which comes within the framework of the Egyptian-Spanish Program for Innovation in Information Technology "ESITIP".  The initiative to support cooperation between companies and research bodies implemented by the authority.

On 28/2/2019, the Minister of Communications and Information Technology Amr Talaat met with the Chairman and CEO of Flexiron Group Jose Maria, and discussed expanding the company's business in Egypt by doubling the company's business in Egypt in the field of software and embedded systems, increasing the number of employees in the company, and studying the expansion in the field of electronics manufacturing.

On 26/2/2019, during his participation in the Mobile World Congress in Barcelona, the Minister of Communications and Information Technology Amr Talaat met with the Minister of State for Digital Transformation Francisco de Paula of Spain, during which they discussed supporting cooperation between the two countries in the field of ICT, especially in the fields of smart cities, the Internet of Things, and artificial intelligence, in addition to capacity building and the establishment of centers of excellence in the field of communications and information technology, to make Egypt a gateway for Spanish technology to all African countries The  meeting also dealt with cooperation and exchange of experiences in the field of electronic services provided to citizens in digital transformation and financial inclusion, and ways to benefit from the Spanish experience in the field of developing health care services using information technology (E-health), in light of the project implemented by MCIT in cooperation with the Ministries of Health and Finance to automate the universal health insurance project.   At the end of the meeting, Talaat invited the Spanish Minister of Communications to participate in the World Radiocommunication Conference.

On 1/11/2018, the Minister of Communications and Information Technology Amr Talaat discussed with Albert Medran, Head of Communications and Information Technology Affairs at Spain, ways of cooperation between the two countries in the field of ICT, especially in the use of ICT applications  in the field of health, and discussed ways to benefit from this model and transfer expertise in this field in light of the project implemented by the Ministry of Communications and Information Technology in cooperation with the Ministry of Health to automate the health insurance project  During the meeting, aspects of cooperation in the field of smart city management applications were discussed, as Barcelona is a leading city in this field, as well as cooperation in the field of digital games, digital empowerment programs, the use of digital technology and mobile applications in business management and finding solutions to the challenges faced by society.

On 9/11/2017, the Information Technology Industry Development Agency (ITIDA), affiliated to the Ministry of Communications and Information Technology (MCIT), participated in the Gartner/IT Expo Forum in Barcelona, Spain.    Information Technology, the Information Technology Industry Development Agency (ITIDA) and its specialized centers over the course of two years, which played a pivotal role in making Egypt occupy advanced positions in the field of outsourcing at the global level.

Egypt cooperates with Spain in several fields, including the field of railways and metros, in addition to working on localizing the train and metro industry in Egypt and building ships.

On 21/12/2022, Eng. Kamel Al-Wazir, Minister of Transport, met with Iranzogutierrez, Ambassador of Spain in Cairo, to discuss strengthening joint cooperation between the two sides, the two sides discussed the executive position and the position of implementing a number of joint projects, such  as the position of  supplying 7 luxury trains from the Spanish  company Talgo (6 contracted + a train as a gift from Talgo to the Egyptian people), as well as the supply of 7 sleeping trains, including maintenance and spare parts for a period of 15 years from the Spanish Talgo, as well as the project to develop signaling systems on the Assiut line - Nag Hammadi with a length of 208 km, which is implemented by the Spanish company Thales and in the field of subway.

On 20/2/2022, President Abdel Fattah El-Sisi received Carlos Oriol, President of the Spanish company Talgo Train Industry, the meeting reviewed the current aspects of cooperation with the prestigious Spanish company Talgo in the field of trains, especially the manufacture of luxury sleeping train cars, as well as discussing the prospects available for future projects that can be cooperated with the Spanish company by studying the establishment of an integrated factory for it in Egypt to localize industry and transfer technology. 

On 1/10/2021, Minister of Transport Kamel Al-Wazir met with his Spanish counterpart Raquel Sanchez the Minister of Transport said that «Spanish companies are a key and strategic partner of the Egyptian Ministry of Transport in all railway and metro projects, as their participation represents about 50% of these projects, especially in the fields of modernization of signaling systems and mobile units». This came to discuss ways of cooperation between the two sides in various fields of transport. According to a statement by the Egyptian Cabinet yesterday, the Minister of Transport indicated "Cooperation with Spain includes projects to develop signaling and communication systems on some lines of the Egyptian Railways Authority.

On 29/6/2013, Dr. Hatem Abdel Latif, Minister of Transport, met with Fidel Sindagurta, the Spanish Ambassador in Cairo, in the presence of Dr. Ragab Moussa, Assistant Minister of Transport, and Eng. Hussein Zakaria, Chairman of the Egyptian National Railways, to discuss various aspects of cooperation between Egypt and Spain in various fields of transport.

On 3/4/2012, Dr. Abdel Qawi Khalifa, Governor of Cairo, said that it was agreed between him and Juan Soler, Mayor of the Spanish town of Getafe, specialized in the manufacture and maintenance of the metro in Spain, on cooperation between Egypt and Spain in the field of maintenance of the Egyptian metro, and its modification in an advanced and high-tech manner, by providing all Spanish expertise and capabilities.

On 29/1/2023, Dr. Ahmed Al-Tayeb, Sheikh of Al-Azhar Al-Sharif, met with Alvaro Iranzo Gutiérrez, Ambassador of Spain in Cairo, to discuss ways to enhance scientific and advocacy cooperation between Spain and Al-Azhar, Al-Tayeb stressed Al-Azhar's welcome to cooperate with Spain and support its efforts in achieving dialogue and convergence between cultures, and supporting the Muslims of Spain by providing a number of scholarships at Al-Azhar University and Al-Azhar institutes for pre-university education, to be ambassadors of Islam and Al-Azhar in Europe and contribute to spreading moderation and moderation there, as he explained that Al-Azhar is ready to host The imams of Spain at the Al-Azhar International Academy to train imams and preachers, pointing out that we have designed an intensive and specialized program that suits the needs of all countries of the world, in a way that contributes to enhancing the skills of preachers and providing them with all information about Islam's position on women and the other, issues of coexistence, peace and positive integration of Muslims in Western societies, as well as issues of terrorism and refutation of extremist ideas and other contemporary issues.

On 11/2/2021, Dr. Khaled Abdel Ghaffar, Minister of Higher Education and Scientific Research, received, Ramon Gil Casares, the Spanish Ambassador in Cairo, to discuss ways to enhance cooperation between Egypt and Spain in the fields of education and research, Abdel Ghaffar pointed to the importance of cooperation and partnership between Egypt and Spain in the fields of higher education and scientific research in the current period, in order to face the challenges imposed by the Corona pandemic on the world, pointing to the possibility of exchanging expertise, experiences, scientific research, and cooperation between Egyptian and Spanish universities The minister added that we are all looking forward to the return of life to normal in general, and in particular the resumption of activity in various universities and educational institutions, and during the meeting, the two sides discussed the possibility of establishing branches of Spanish universities in Egypt, in light of Egypt's great interest in the advanced programs offered by international universities, and aspects of cooperation and partnership between Egyptian and Spanish universities were discussed. 

On 22/1/2020, the National Research Center organized an introductory seminar on the Egyptian-Spanish cooperation program and the call to be launched in January 2020 within the framework of international cooperation programs between Egypt and Spain, within the framework of joint cooperation between the two countries in international cooperation programs that the Science, Technology and Innovation Funding Authority is concerned with activating by launching the call for a number of research projects directed to interaction and partnership with industry, and with joint funding between the Science, Technology and Innovation Funding Authority in Egypt and the Technology and Industry Development CenterCDTI  in Spain.

On 26/6/2018, the plastic artist Nadia Tawfik participated in the artistic program organized by the "Cerca" Foundation in Barcelona, Spain. Through drawing and photography, in addition to art workshops that address the common points between different cultures . 

On 12/7/2012, the Ambassador of Egypt in Spain, Ayman Zein El-Din, attended the first summer courses at the University of Alicante, which consists of 6 courses, including a course that discusses the situation of Egypt at the present time, and relations between Egypt and Spain, as well as that a course will be devoted to discussing Islamic civilization in the world and Andalusia, and these courses are supported by the Embassy of Egypt.

On 28/9/2010, the Spanish troupe Ariana Polo, Supremos Crowe and Zeta participated in  the  Third Mediterranean Forum of Urban Cultures "Hip Hop" at the El Geneina Theater.

During the period from 4 to 8 April 2009, the   Minister of Culture, Mr. Thesar Antonio Molina, visited Cairo, where he presented Dr. Zahi Hawass, Secretary General of the Supreme Council of Antiquities, with the Order of Letters and Arts in recognition of his career and contribution to the dissemination of Spanish culture by encouraging him to introduce it to other countries.

Military relations

Military cooperation between Egypt and Spain during the past ten years has been characterized by people and expansion in many aspects of the military and the following can be monitored:

On 20/1/2021, the Egyptian and Spanish naval forces carried out a maritime exercise in transit within the scope of the Southern Fleet in the Red Sea, with the participation of the Egyptian frigate (Sharm El-Sheikh) with the Spanish frigate   (ESPS Reina Sofia).   The training included many different training activities, including specialized exercises in favor of imposing surveillance on suspicious ships and maritime security procedures, as well as various sailing formations, which showed the ability of the joint maritime units to carry out their tasks accurately and perfectly, in addition to the implementation of night transportation exercises, in addition to helicopter landing exchange exercises on the surfaces of naval units.

On 26/6/2020, the Egyptian Armed Forces announced that the Egyptian and Spanish naval forces carried out a maritime exercise in transit within the scope of the Southern Fleet in the Red Sea, and the training included planning and implementing a number of prominent training activities, including an air defense exercise against hostile air targets and a sailing formations exercise, through which it showed the extent of the ability of the participating naval units to take their positions with high accuracy and speed, and qualitative combat exercises were carried out on cooperation between naval formations to confront various threats and hostilities with training on Efficient restoration and resupply of naval units>

On 10/5/2016, President Sisi met Spanish Defense Minister Pedro de Morenes. President Sisi voiced Egypt's keenness on promoting ties with Spain in all domains, particularly in the military one. During the meeting, the president stressed the necessity of stepping up international efforts to reach political settlements to the crises in the region .

On 10/5/2016, General Sedky Sobhi, Commander-in-Chief of the Armed Forces and Minister of Defense and Military Production, received Pedro Morines Olate, Spanish Minister of Defense, the two sides discussed during the meeting the developments of events on the regional and international arena, and their impact on security and stability in the Middle East, and ways to strengthen aspects of joint cooperation and strengthen military relations, and exchange experiences between the armed forces of the two countries in many fields, and General Sedky Sobhi stressed the depth of relations and military ties between Egypt and Spain, wishing more cooperation  Joint coordination between the armed forces of the two countries during the coming period.

On 28/10/2015, Army Chief of Staff Mahmoud Hegazi held talks with his Spanish counterpart and took part in the 7th meeting of the chiefs of staff of countries participating in the war on terrorism .

On 14/10/2015, Minister of Defense and Military Production General Sedqi Sobhi held talks with his Spanish counterpart Pedro Morenés and several senior officials to discuss promoting cooperation and ways to enhance military relations between the two countries .

On 5/3/2015, Pedro Morines Aiolati, Spanish Minister of Defense, headed a high-level delegation to Egypt, met with General Sedky Sobhy, Commander-in-Chief of the Armed Forces and Minister of Defense and Military Production. The two parties signed a memorandum of military understanding between the two sides, which included aspects of cooperation in the military fields and the exchange of experiences and joint training for both countries.

Water Resources and Irrigation

On 25/11/2019, Dr. Mohamed Abdel Aty, Minister of Water Resources and Irrigation, received Ramon Gil Casares, the Spanish Ambassador to Egypt, in light of the good relations and fruitful cooperation between Egypt and Spain, where bilateral relations were discussed, especially in the field of water resources and irrigation, and cooperation  between the two countries in the water field was discussed in light of the visits that took place at the level of technicians and experts between the two countries.  The ambassador praised the ministry's efforts in managing water resources and working to face the challenges we are going through in this regard.

Parliamentary Cooperation

On 30/4/2015, President Abdel Fattah El-Sisi met with the Speaker of the Spanish House of Representatives,  "Josús Maria Pasada", in the presence of the heads of parliamentary groups in the Spanish House of Representatives, for his part, the President expressed Egypt's pride in its relations with Spain and its keenness to develop them in all fields, noting the role of parliamentary relations in enriching bilateral relations between the two countries, taking into account the popular dimension that supports rapprochement between the two countries at the official level, reviewed  the meeting   Stressing Egypt's keenness to hold parliamentary elections to complete the institutional building of the state and for the Egyptian parliament to play its role in oversight and legislation, as well as strengthening parliamentary relations with various friendly countries, the Speaker of the Spanish House of Representatives praised the Egyptian efforts to combat terrorism, whether at the internal level to address acts of violence that hinder the Egyptian popular will, or at the regional level to establish the foundations of security and stability in the Middle East and Mediterranean regions. The Speaker of the Spanish Chamber of Deputies stressed the importance of the support of the European Union and the Spanish government to Egypt in its fight against terrorism, pointing out that the war waged by Egypt against terrorism is not only for the internal or regional interest, but for the sake of stability and security in the whole world.

Environmental cooperation

On 18/4/2022, Foreign Minister Sameh Shoukry, President-designate of the 27th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change, met with the Third Vice President of the Spanish Government, Minister of Environmental Transition and Demographic Challenge, Teresa Ribera Rodriguez, to cooperate on Egypt's hosting and presidency ofCOP27.

Judicial cooperation

On 3/10/2015, Counselor Abdullah Fathi, President of the Judges Club, headed a delegation from the Judges Club, visited Spain, to participate in the work of the conference, which will be held on the sidelines of the General Assembly of the International Union of Jjudiciary.e current situation of judicial systems in the 120 member states, and the extent to which they enjoy their independence in their countries, the delegation presented a complete file explaining the nature of terrorist crimes witnessed by Egypt, and the extent of the gravity of those cases considered by the Egyptian judiciary .

On 23/4/2018, Ambassador Nabila Makram, Minister of State for Immigration and Egyptian Expatriates Affairs, visited Spain, and was received by Jacobo Garcia, President of the Young Leaders Forum in Spain, and a group of "Long Live Egypt" youth, the two sides discussed ways of cooperation and the participation of Egyptians abroad in the Young Leaders Forum in Spain.

On 19/12/2022, Dr. Rania Al-Mashat, Minister of International Cooperation, met with Alvaro Iranzo Gutierrez, Ambassador of Spain to Egypt, in the presence of Eduardo Soriano, Economic and Commercial Counselor at the Embassy, and the Ministry of International Cooperation team, within the framework of the periodic meetings held with multilateral and bilateral development partners on enhancing joint cooperation in the field of women's empowerment and equal opportunities between gender, as well as reviewing the final results and recommendations of the Egypt Forum for International Cooperation and Development Finance Egypt-ICF2022 It was also agreed to hold technical meetings to discuss joint cooperation within the "Novi" program, and to enhance women's empowerment efforts.

On 7/3/2019, the Spanish Embassy in Cairo celebrated International Women's Day, a wide praise from the Spanish side for what has been achieved in terms of empowering women in Egypt during the past five years, and during the meeting hosted by the Spanish Cultural Center "Instituto Cervantes" in cooperation with the Spanish Agency for International Cooperation for Development, some videos were presented that deal with images that achieve gender equality and the testimonies of some women,   Ventura Rodriguez Garcia, director of the Spanish Cooperation Office in Cairo, said that over the past five years, Egypt has witnessed tremendous progress in terms of women's rights and empowerment. He added that the current moment represents an important time for Egyptian women, because since 2013 we have seen great progress at the level of society and government.

Human Rights

On 26/5/2015, the Chargé d'Affaires of the Embassy of Spain in Cairo, Lords Milandes, said that the joint cooperation between Egypt and Spain corruption,ld of human rights was not interrupted during the past four swat in all the circumstances experienced by Egypt, and  Lords pointed out during his speech at the Conference of the National Council for Human Rights, which is now held in a hotel in Dokki in cooperation with the Spanish Agency for International Cooperation and Development, to review the studies of the Legislative Research and Development Unit, that cooperation with the Council provided the opportunity to issue reports with the Research Unit The legislative development, which was presented to the UN Human Rights Council, Mälandz explained that cooperation was in the laws of political and criminal rights, anti-corruption and health care law.

On 1/2/2023, Dr. Ashraf Sobhi, Minister of Youth and Sports, and Alvaro Iranzo Gutiérrez, Ambassador of Spain to Egypt, witnessed the conclusion of the first phase of the "Be a Creative Entrepreneur" initiative, in the presence of Eva Suarez Leonardo, Head of the Spanish Cooperation Office in Egypt, which is implemented by the Ministry through the Central Administration for Youth Empowerment, in cooperation with the Spanish Development Agency, Sobhi said, "From this standpoint, we are pleased to celebrate together today the end of the first phase of the "Be a Creative Entrepreneur" initiative with our young entrepreneurs And inspiring ideas that deserve support and guidance to launch their startups that will contribute to supporting the national Egyptian economy.

On 19/5/2022, Ramón Gil Casares, Ambassador of Spain to Cairo, accompanied by Ventura Rodriguez Garcia, General Coordinator of Spanish Cooperation in Egypt, inspected the activities of the second phase of the "Be a Creative Entrepreneur" initiative training in Aswan Governorate, which is implemented by the Ministry of Youth and Sports through the Central Administration for Projects and Youth Training at the Ministry, in cooperation with the Spanish Agency for International Cooperation for Development (AECID ), through the grant provided by the Agency for a period of two years.

Contractual framework

Since the start of economic relations, Egypt and Spain have signed many agreements and protocols of cooperation in various fields, and the most important agreements and protocols at the economic level were:

On 22/3/2023, a cooperation protocol between the Egyptian National Railways and the Spanish company Talgo to establish a factory Talgo Egypt to manufacture railway passenger cars, the factory will be established in the Kom Abu Radi area in Beni Suef Governorate on an area of 20 acreswith full facilities in the vicinity of the Kom Abu Radi workshops of the railway .

On 18/4/2022, Foreign Minister Sameh Shoukry and his Spanish counterpart Jose Manuel Albares signed a memorandum of understanding for cooperation in the field of diplomatic studies and exchange of experiences between the Institute of Diplomatic Studies at the Egyptian Ministry of Foreign Affairs and the Diplomatic School of the Kingdom of Spain in order to enhance cooperation in exchange and training programs.

On 1/3/2022 - On 1/3/2022, the Minister of Communications and Information Technology Amr Talaat witnessed the signing of an agreement between Telecom Egypt (TE) and  Afr-IX Telecom, one of the telecommunications companies and infrastructure services provider in Barcelona, regarding the landing of the  Medusa submarine cable in Egypt, which is one of the largest submarine cable systems in the Mediterranean.  

On 1/12/2021, the financial protocol to promote Spanish investment in Egypt was renewed, and the establishment of the Spanish-Egyptian Economic Business Council was promoted to facilitate the presence of Spanish companies in the bidding processes.

On 2/12/2021, many agreements and understandings were signed:

 The Prime Minister, Dr. Mostafa Madbouly, and the Prime Minister of the Kingdom of Spain, Pedro Sánchez, signed a joint declaration on financial cooperation between the governments of the Arab Republic of Egypt and the Kingdom of Spain.

A joint declaration between the Egyptian Ministry of Trade and Industry and the Spanish Ministry of Trade to launch the Egyptian-Spanish Business Council and support joint cooperation in the trade and economic fields.

Two memorandums of understanding in the fields of culture and sports.

On 1/12/2021, Eng. Tarek El Molla, Minister of Petroleum and Mineral Resources, witnessed the signing of a memorandum of understanding for cooperation in the field of emission reduction and clean energy transition projects between the Egyptian Natural Gas Holding Company EGAS and the Spanish company Tecnicas Reunidas, which specializes in implementing projects with the latest technologies in energy efficiency, and under the agreement, the two companies will evaluate and study the economic and technical feasibility of implementing joint projects that support the efforts of the Egyptian petroleum sector in reducing harmful emissions and moving to clean energies, including production and use projects  Hydrogen, capture, storage and use of carbon as well as energy efficiency and biofuel activities.

On 16/6/2021, the Spanish Innovation Agency of the Ministry of Science and Innovation in Spain  (CDTI)  signed an agreement with the Egyptian Ministry of Higher Education and Scientific Research under which they finance four development projects, jointly between public institutions and companies specialized in the field of scientific research through the establishment of Egyptian-Spanish federations.

 On 17/10/2020, Foreign Minister Sameh Shoukry and his Spanish counterpart signed a memorandum of understanding for political consultation between the two countries.

On 12/12/2019, Dr. Mohamed Saeed Al-Assar, Minister of State for Military Production, witnessed the signing of a memorandum of understanding between the National Authority for Military Production, the Egyptian company (IMUT) and the Spanish company (ESCRIBANO), with the aim of joint cooperation in the fields of military manufacturing and defense systems.

On 23/5/2018, Egypt and Spain sign a grant to support the Center for Judicial Studies.

On 5/5/2015 a military cooperation agreement between Egypt and Spain

On 27/2/2015, Egypt and Spain signed a joint declaration of intent to develop and improve economic and trade relations between the two countries with the aim of serving their common interests and promoting the comprehensive economic and social development of the Egyptian and Spanish peoples.

On 30/4/2015, President Abdel Fattah El-Sisi witnessed the signing of a number of memorandums of understanding:

On 25/6/2013 a contract was signed between Egypt and Spain worth $ 1.3 million to develop the railways

On 11/1/2012, in continuation of the leading role of the Software Engineering Assessment and Accreditation Center (SECC) at the Information Technology Industry Development Agency (ITIDA) in the field of developing the Egyptian software industry, the Center contracted with the European Commission as a coordinator and member of a consortium that includes technological companies and universities at the highest level from Spain, Italy and Finland, to implement a project within the Seventh Framework Program for Research and Technological Development FP7 , with the aim of transferring the latest technologies in the field of software industry to Egyptian companies and the information society in Egypt with a total budget of four million Egyptian pounds fully funded by the European Commission over two years, which is the duration of the project.
