Relations between Egypt and Uruguay began on February 25, 1932 in the Italian capital, Rome, when Uruguay and the Kingdom of Egypt signed a treaty of friendship, and it was the first treaty signed by Uruguay with a country from the continent of Africa, this treaty, was recognized as a cornerstone of our diplomatic relations with Africa as a whole, so the diplomatic representation of Uruguay in Cairo was the only one in that part of the world, Egypt is the strongest entrance to the African continent, and after that, bilateral relations continued to consolidate.

On 25/2/2022, the Ministry of Foreign Affairs of Uruguay confirmed that its country shares with Egypt a broad agenda of dialogue and cooperation, which is the product of the historical ties of friendship and respect between them and that it is determined to continue strengthening ties with Egypt to achieve mutually beneficial results.

On 5/12/2018, Major General Khaled Abdel Aal, Governor of Cairo, received Carlos Anciso, Mayor of Florida in the Eastern Republic of Uruguay and his accompanying delegation, in a short visit to revitalize relations between the two countries following the visit of the President of Uruguay to Cairo and to strengthen the ties of friendship between the peoples of the two countries at all levels, in the presence of Ambassador Magda Baraka, Deputy Assistant Foreign Minister for Ambassadors of Latin American Countries, and Ambassador Dr. Enrique Ribeiro, Ambassador of Eastern Uruguay in Cairo, the Governor stressed the appreciation of the Egyptian people to the State of Uruguay as a people and government and the extension of friendly relations Between them over 90 years at all levels, pointing out that the visit of the President of Uruguay to Egypt during the last period is the largest evidence of the depth of relations between the two countries, and pointed out that work is underway to prepare a cooperation protocol between Cairo and Montevideo, the capital of Uruguay, to exchange experiences and information in all fields, especially the exchange of youth visits, agriculture and solid waste management, and the Governor explained during the meeting that Cairo is one of the oldest capitals in the world and is characterized by being a tourist and cultural city and a center for economy and investment, in addition to Its population density, so it was necessary to think about the establishment of a new administrative capital, in addition to what was created from the new cities adjacent to it to relieve pressure on Cairo, which creates job opportunities and housing for young people

On 31/5/2017, President Abdel Fattah El-Sisi received Tabaré Vázquez, President of the Republic of Uruguay, the President welcomed the President of Uruguay, noting that this is the first official visit of the President of Uruguay to Egypt since the inauguration of relations between the two countries in 1932, and praised the extended friendly relations between the two countries, expressing the aspiration to strengthen and develop bilateral cooperation with Uruguay in various fields, especially in the agricultural and food fields, and to benefit from the experiences of Uruguay as one of the leading exporters of food products. The entry into force of the free trade agreement signed between Egypt and the Mercosur grouping, which will contribute to boosting trade exchange between Egypt and the member countries of the grouping, including Uruguay. The President also praised the role of the Uruguayan battalion participating in the Multinational Force in Sinai since its establishment in 1982, noting that this participation reflects the depth of relations between the two countries, and the President of Uruguay expressed his happiness to make his first official visit to Egypt, stressing the friendship, cooperation and mutual respect characterized by relations between the two countries. President Vázquez also pointed out that his presidential visit to Egypt for the first time since the establishment of relations between the two countries in 1932 comes within the framework of Uruguay's interest in developing cooperation with Egypt, especially considering its important gateway to Africa.

On 29/11/2016, President Abdel Fattah El-Sisi received Rodolfo Nin Nobua, Minister of Foreign Affairs of Uruguay, where Nin Nobua conveyed the greetings of his President to the President and his invitation to pay an official visit to Uruguay at a time that suits his sovereignty, stressing the distinguished bilateral cooperation and historical diplomatic relations dating back to 1932. On 29/11/2016, Foreign Minister Sameh Shoukry and his counterpart in the Republic of Uruguay, Rodolfo Nin Novoa, discussed ways to enhance bilateral cooperation between the two countries, as well as discussing regional and international issues of common interest, and the visit of the Uruguayan Foreign Minister to Egypt comes within the framework of its current membership in the Security Council and the desire to listen to Egypt's assessment and vision of the situation in the Middle East, especially with regard to the crises in Syria, Yemen and Iraq, as well as the Palestinian issue.

On 10/6/2014 at the request of the Minister of Foreign Affairs Nabil Fahmy, Sami Salem, Ambassador of Egypt to Uruguay and non-resident in Paraguay, represented the Arab Republic of Egypt in the meetings of the 44th ordinary session of the General Assembly of the Organization of American States, which was hosted by the Paraguayan capital (Asunción) during the period from 3 to 5 June 2014.

On 22/8/2023, Ambassador Sami Salem, Ambassador of Egypt and Uruguay, met with the Uruguayan Foreign Minister, where he handed him two written messages addressed by Foreign Minister Nabil Fahmy regarding the recent developments on the domestic arena, including the circumstances of the dispersal of the sit-ins and the subsequent acts of violence and vandalism against public and private property, as well as the human losses incurred by the Egyptian police forces while carrying out their national duty to protect society from crime and terrorism, and that the decision to disperse the two sit-ins came in implementation of the decision of the competent judicial authority after the failure of all efforts Stressing the commitment of the transitional Egyptian government to continue implementing the roadmap set in accordance with the agreed timetable, and pointing out that the Committee of Legal Experts has completed its work on the constitutional amendments and that the next democratic path will be open to everyone to participate in it except those who have committed violent crimes or terrorism.

Economic relations

Trade exchange between Egypt and Uruguay in 2021 amounted to about 493.3 million dollars, compared to about 207.3 million dollars in 2020.

The most important items of trade exchange between the two countries include fertilizers, electrical appliances, food preparations, oilseeds, dairy products, and wool.

The Egyptian government welcomed the opening of new Uruguayan markets to Egyptian goods.

Efforts are underway to implement a plan to open new markets and increase exports of Egyptian products.

The two countries are parties to the Mercosur Convention

On 9/11/2022, Mr. Al-Quseir, Minister of Agriculture and Land Reclamation, discussed with Fernando Matos, Minister of Agriculture and Fisheries of the State of Uruguay, the intensification of agricultural cooperation between the two countries, the two sides discussed during the meeting: cooperation in the field of plant and animal production, fish farming, vaccines and vaccines, as well as exchanging experiences and investing in the fields of animal and plant production in Uruguay, as well as cooperation in the field of livestock insurance, and the two sides also discussed the possibility of preparing a memorandum of understanding, including all areas of cooperation that have been agreed upon, to start  Implement them, in a way that contributes to achieving food security and agricultural development in the two countries.

Trade between the two countries last year, noting that Egypt is interested in opening a market for its world-class quality products in Uruguay, especially agricultural products due to the different agricultural seasons between the two countries.

On 22/4/2022, Dr. Rania Al-Mashat, Minister of International Cooperation, met with Dr. Azucina Arpleci, Chairman of the Development Committee and Minister of Economy and Finance of the State of Uruguay, within the framework of her meetings with government officials and multilateral and bilateral development partners to discuss strengthening joint economic relations. The meeting was attended by Ambassador Raji El-Etreby, Alternate Executive Director of Egypt at the World Bank, and a number of officials from Uruguay, and during the meeting, Al-Mashat discussed, with the Minister of Economy of the State of Uruguay, the economic and technical cooperation agreement signed between the two countries during 2015, related to the establishment of a joint committee for cooperation between the two countries, noting the importance of activating the joint committee between the two countries to expand the scope of economic cooperation to support development in the two countries. The meeting also touched on the importance of South-South cooperation to enhance the exchange of knowledge and experiences between developing and emerging countries, and the Minister of International Cooperation stressed Egypt's keenness to enhance cooperation with other countries, and to discuss areas of cooperation with Uruguay, especially in the fields of agriculture and livestock.

On 4/4/2022, Nevine Gamea, Minister of Trade and Industry, met with Adriana Lesideni, Ambassador of the State of Uruguay, where she handed her two official letters from Fernando Matos, Minister of Agriculture of the State of Uruguay, the first regarding the start of work on a framework agreement in the field of promotion, investment protection, strengthening scientific cooperation, exchanging student missions and cooperation in the field of scientific research in the field of green hydrogen production and fertilizers, and the second letter regarding providing the Uruguayan side with the list of Egyptian companies exporting fertilizers, especially phosphate and nitrogen fertilizers, and the minister indicated  The Egyptian government welcomes the opening of Uruguay markets to Egyptian exports in general and fertilizer exports in particular, especially since work is currently underway on a plan to expand the export markets for Egyptian goods and products in light of the repercussions of the Russian-Ukrainian war and its negative effects on the access of Egyptian exports to these two markets .

On 16/2/2022, the General Federation of Chambers of Commerce held an extensive meeting with Fernando Matos, Minister of Agriculture, Livestock and Fisheries of the State of Uruguay and his accompanying delegation, to discuss strengthening and advancing trade relations and joint investments between the two countries, where it was agreed to immediately start holding virtual joint business forums between businessmen in the two countries to identify all opportunities available for the development of bilateral trade and value-added trade between the two countries in preparation for organizing an Egyptian economic mission visit to the State of Euro to discuss the start of business Matus said that his country is looking forward to implementing economic development programs similar to the great development implemented by Egypt since the start of the economic reform program. On 15/2/2022, Nevine Gamea, Minister of Trade and Industry, held an extensive session of talks with Eng. Tourism Cooperation

On 3/12/2018, the General Administration of Tourism in Giza Governorate organized a tourism program for the Ambassador of the State of Uruguay in Cairo and the Mayor of Florida Governorate in the State of Uruguay in the archaeological area of the pyramid and the area of ancient Egypt, within the framework of Giza Governorate's endeavor to stimulate tourism movement in archaeological areas and attract tourist delegations from various countries.

On 12/11/2017, the mayor of Montevideo, the capital of Uruguay, Daniel Martinez, arrived to visit the cities of Luxor and Aswan, the temples of Karnak, Luxor, Hatshepsut and Ramesseum, next to the tombs of the Valley of the Kings and Queens.

Parliamentary cooperation

On 21/7/2022, Ambassador Abu Bakr Hefny Mahmoud, Ambassador of Egypt to Uruguay, representing the National Research Center, signed a memorandum of understanding between the Center and the Uruguayan University "La Republica"  in the field of scientific research and technology, within the framework of efforts to strengthen bilateral relations between the Arab Republic of Egypt and Latin American countries in various fields, especially the fields of scientific research, technology and innovation, the memorandum aims to enhance bilateral cooperation between the two sides and exchange experiences in various technological fields, especially the fields of renewable and clean energy, and research.  Scientific, computing, and other fields, in addition to joint cooperation in research programs and the exchange of information and research results in this regard, the Uruguayan University of  La Republica, founded in 1849, is one of the most prestigious universities in Uruguay and the countries of the Latin American region, and Uruguay is one of the leading countries in the region in terms of scientific research and technological progress, especially in the field of clean and renewable energy, led by wind energy.

On 20/10/2021, the Ambassador of Uruguay in Cairo, Adriana Lecidini, said during the opening of the "Ibero-American Cinema Week" at the Bibliotheca Alexandrina, that her country shares historical roots, language and value system with Ibero-American countries.

On 1/6/2017, the President of Uruguay, Tabaré Vázquez, during his meeting with the Grand Imam Dr. Ahmed Al-Tayeb, Sheikh of Al-Azhar and Chairman of the Muslim Council of Elders, at the headquarters of the Sheikhdom of Al-Azhar, east of the Egyptian capital, praised the role of Al-Azhar in consolidating the culture of peaceful coexistence, and its efforts in establishing and promoting world peace among different countries and peoples, the Grand Imam welcomed the President of Uruguay to Al-Azhar Al-Sharif, stressing that his visit to Egypt supports the bonds of cooperation between the two countries in all economic and commercial fields, and explained that the Al-Azhar institution, which is more than old. For 1060 years, its curricula are based on intellectual pluralism and acceptance of the other, as he teaches his students different sects, which immunizes the Al-Azhar student from being entrenched in a certain thought, in additionterrorism.g the falsity of the claims promoted by the owners of extremist thought, For his part, the President of Uruguay expressed his thanks and appreciation for the role of Al-Azhar in consolidating a culture of peaceful coexistence, and his efforts in establishing and promoting world peace among different countries and peoples, stressing that his meeting today with the Sheikh of Al-Azhar is useful in working to spread peace and values Fraternity, love and rejection of racism and all kinds of violence and terrorism .

On 29/8/2014, Dr. Kamilia Sobhy, Head of the Foreign Cultural Relations Sector, said that the sector succeeded in inviting the band "Agrate Catalina" to present its artistic performances in Egypt within the framework of cultural exchange between the two countries with the support of Mr. Augustin Asensoa, Ambassador of Uruguay in Cairo, and Kamilia Sobhi pointed out that the importance of this visit lies not only in the excellence of the band's performances, its great name and the cultural content it provides, which has not been previously presented in Egypt, but also lies in the opportunities it offers for cultural openness. Diplomatic cooperation with Latin American countries, with all its unique cultural heritage, the band's performances are an intensification of the huge celebrations witnessed by the city of Montevideo, the capital of Uruguay every year, where the performances extend for about forty-five days, to become the capital an open theater that reflects the history of the country and its civilization in a cheerful humorous form.

On 3/3/2014, the Egyptian Embassy in Uruguay participated in the activities of the celebration of the Francophonie Week, which is being organized in Montevideo, and Sami Salem, Egypt's ambassador to Uruguay, explained that the Egyptian writer Mr. Khaled Al-Khamisi attended part of those events, including holding two meetings with secondary school students at the French Lycée School in Montevideo, where the dialogue revolved around the history of literature in Egypt and the most important Egyptian writers who contributed to the renaissance and enrichment of the intellectual and literary movement in the modern era.
